John,
At your request I am continuing our conversation in this forum.
What we want to do is incorporate a phpbb forum into our site for each of our active Neighborhood Crime Watches. We want the Forums to show up on our site like www.BostonCrimeWatch.com/southend. Is this possible and what do we need. Thanks.

It's not possible for you to actually install a phpBB forum on your blog itself, since we do not support the use of the PHP language on uploaded files.
You can, however, create an HTML file at an address like www.BostonCrimeWatch.com/southend which redirects to another URL where your forum is actually located. We gave instructions for installing HTML redirection files here; in your case you could would create a directory in your File Manager named southend and upload an index.html file into it containing the code described here.
Or you could use DNS to map another URL such as southend.bostoncrimewatch.com to a separate web site which hosts your phpBB-based forum. That site could be hosted on a web hosting provider such as our Rackshare service.
