The first place you should look in a case like this is your own blog's Firewall in the Settings & Security section of your control panel.
Looks like you somehow added that URL to your own Firewall on Tue 13 Dec 2005. URLs are added to the Firewall when you do a Delete and Block on Comments or Trackbacks, so perhaps somehow you saw a comment or trackback which contained this URL and accidentally hit Delete and Block.
You can remove this URL from your Firewall simply by checking the box next to it and clicking the Delete Selected button; that should solve your problem.

Can user be blocked not "by URL" but by his nick? I mean that I don't want to block IP xxx.xx.xx.xxx but want to prevent from posting comments a person using a particular login.
