I want to verify my site with Google (Webmaster Tools), and I failed to upload the file in the way that it wanted, apparently. Now I'm trying the meta tag, but I don't understand those instructions either. Help, please?

Can you show us a link to the instructions you are trying to follow? I'm not sure what you're trying to accomplish...
